Ukrainian lawmakers urge EU leaders on blockchain integration

The Public Union ‘Virtual Assets of Ukraine’ was created in late November 2020 in Kyiv. It includes Blockchain4Ukraine, the law firms Arzinger and Juscutum, and the Binance exchange.

Among the addressees were Ursula von der Leyen, President of the European Commission; David-Maria Sassoli, President of the European Parliament; and Eva Kaili, head of the European Parliament’s Science and Technology Department.

The authors of the initiative plan to launch a national blockchain and virtual assets market in Ukraine, and to pursue its international integration, including with the EU.

“We are interested in Ukraine’s cooperation with the European Blockchain Partnership (EBP) and the European Blockchain Services Infrastructure (EBSI). We would also like to hear your views on the forms in which Ukraine could cooperate with international initiatives,” the letter states.

According to Konstantin Yarmolenko, CEO of the Public Union ‘Virtual Assets of Ukraine’, the aim of these letters is to kick off work on a global partnership between Ukraine and the EU within a pan-European blockchain.

Alexey Zhmerenetsky, head of Blockchain4Ukraine, regards the letters as an important step toward mutual recognition of European and Ukrainian documents on higher education, driving licenses, freight transport permits, and COVID certificates.

“The use of blockchain technology will create digital trust between Ukraine and the EU, increase transaction speed and reduce costs by eliminating intermediaries,” he told ForkLog.

The authors also said that in May the Ministry of Digital Transformation, as part of the key ministries and state bodies, announced support for blockchain technology and readiness to join the work on integrating Ukraine into the EBP and EBSI should a corresponding working group be established.

Also the union’s members proposed issuing COVID-19 immunity certificates on the blockchain.
