The State Duma approved in the first reading a package of bills on the introduction of the digital ruble. This was reported by «Ведомости».
Документ cements the status of the operator of the digital ruble platform with the central bank. The regulator will be responsible for safekeeping of assets, organizing and ensuring the functioning of CBDC.
By 14 April, the authors of the initiative must prepare amendments to protect the rights of data subjects in their use of the system.
Along with the main bill, deputies propose amendments to the Civil Code. They cover provisions on the digital wallet and the rules that define the content of the digital-wallet contract, and the process and particulars of its formation. The amendments also regulate questions of debiting funds from the account.
Earlier ForkLog reported that the proposed digital ruble bill is of a рамочный характер, with the Bank of Russia to develop the detailed regulatory base. In particular, the regulator will set tariffs for the platform operator’s services and the size of remuneration paid to its participants.
The prototype launch of the digital ruble occurred in January 2022 with the participation of five banks. Together with the regulator they tested the issuance of the asset, wallet openings, and transfers between citizens.
A pilot project using real digital rubles is planned to begin in April 2023.
