The European Union will provide Ukraine with access to funding for projects in artificial intelligence, high-performance computing and cybersecurity under the Digital Europe programme.
The Digital Europe programme is part of a digital visa-free regime with the European Union. It runs for seven years and provides funding for project development in five areas:
- high-performance computing — €2.2 billion;
- artificial intelligence — €2.1 billion;
- use of digital technologies in the economy and society — €1.1 billion;
- digital skills — €580 million;
- cybersecurity — available to EU member states only.
Since autumn 2022, Ukrainian companies have been eligible to apply for funding. Working programmes, calls for proposals and details on how to apply will appear on the Digital Europe site in due course Digital Europe.
The programme’s total fund amounts to €7.5 billion. Of this, €6 billion is earmarked for funding projects in the specified areas for Ukraine. They will be disbursed over seven years.
Membership in the programme entails paying contributions. However, in 2022–2023 the EU exempted Ukraine from them, and for 2025–2027 provided a 95% discount.
In August 2021, the Ministry of Digital Transformation and Ukroboronprom signed a memorandum of intent to join forces to develop the country’s digital economy, innovations and artificial intelligence in the defence sector.
In May, the Cabinet approved the national AI development plan for 2021–2024.
