The Ministry of Digital Transformation of Ukraine представило a roadmap for regulating artificial intelligence, which will help companies prepare for the adoption of the relevant EU act.
According to the statement, the developed document envisions a bottom-up approach. First, businesses will receive tools to adapt to future requirements, and then a law will be enacted.
It is envisaged that as a result, enterprises will become more competitive and gain access to global markets, while the state will be able to integrate into the EU.
“Ukraine must lead the AI trend in the world. Understand what is happening, respond quickly, and have our own strategy. We cannot speak about a digital state if we do not shape progressive policy in this direction and a world agenda,” said the Minister of Digital Transformation Mykhailo Fedorov.
One of the authorities’ priorities is to protect Ukrainians’ rights in the digital space, with the aim of creating a safe environment in which AI will not pose additional threats.
According to the Deputy Head of the Ministry of Digital Transformation, Oleksandr Bornyakov, the plan to foster a culture of self-regulation in business includes:

- the creation of a “White Paper” that will acquaint with a voluntary code of conduct for the ethical use of AI;
- publication of recommendations — general and sectoral — to answer what and how to do to prepare for the passage of the law.

The road map was developed with the participation of industry, scientists, and educators from the ministry’s expert committee.
The agency noted that AI is already used in the country in various directions, including to counter aggression.
