
US Considers Bitcoin Acquisition Without Budget Impact
The United States might bolster its Bitcoin reserves with backing from the White House and approval from relevant agencies. This was revealed by Donald Trump’s special advisor on AI and cryptocurrencies, David Sacks, at the Bitcoin 2025 conference.

According to him, the government will consider purchasing new coins if it can find the means without new taxes or increasing national debt. He noted that this scenario is possible through the reallocation of already allocated resources.
Senator Cynthia Lummis stated at the same conference that Trump supported the BITCOIN Act, which provides for the purchase of 1 million BTC over five years.
She reminded that the funds for purchasing Bitcoins are planned to be sourced from the Federal Reserve and the Treasury Department, allowing for no increase in budget expenditure or tax burden.
GENIUS Act
According to Lummis, the Trump administration is working on three key bills: regulating stablecoins (GENIUS Act), market structure, and the creation of a Bitcoin reserve.
Sacks added that the bill on “stablecoins” is likely to receive Senate approval following a procedural vote.
Lummis noted that negotiations on the GENIUS Act have been among the most challenging in years. She said the team had to engage in lengthy talks with co-author of the law, Kirsten Gillibrand.
Senator Bill Hagerty noted that the discussion was prolonged due to opposition from Elizabeth Warren. He added that securing Senate approval for norms is now significantly more difficult than before.
Lummis emphasized the growing complexity of legislative work:
“The committee seems to have forgotten how to make decisions — it is tough both morally and professionally.”
Nevertheless, she is confident that the Senate can establish cooperation with the House of Representatives on further cryptocurrency market regulation.
In May, Sacks predicted increased interest in government bonds following the adoption of the GENIUS Act.
