Russia weighs proposal to allow transfers via anonymous electronic wallets

In the State Duma of the Russian Federation, a bill has been submitted authorising citizens to transfer funds using anonymous electronic wallets.

The document is intended to resolve inconsistencies between the provisions of the National Payment System law. One of the bill’s initiators was Anatoly Aksakov, chair of the Financial Market Committee.

Under the amendment, individuals would have the right to use non-personalized electronic means of payment to transfer electronic money to individuals, legal entities and individual entrepreneurs.

The National Payment System law applies only to electronic wallets ЮMoney, Qiwi Wallet, WebMoney, PayPal, VK Pay and others.

As of 3 August, Russian users anonymous top-ups are prohibited to electronic wallets through payment terminals and offices of telecom operators. To top up the card they must identify themselves and link a bank account to the wallet.
