Biden Urged to Accelerate AI Regulation
NAIAC has urged U.S. President Joe Biden to appoint key positions and create new bodies in light of rising concerns about AI. The report is from The Register.
The committee recommended that the head of state immediately appoint a Director of the National AI Initiative Office. Its remit is to coordinate AI-related issues across agencies.
Also, the NAIAC recommended appointing the White House Chief Technology Officer.
The committee proposed creating the role of an AI officer responsible for implementing and promoting strategies for the development of reliable AI.
They also advised Biden to establish the Council on Emerging Technologies—a group of senior White House officials. It should pursue policy with a focus on civil rights and justice, the economy and national security.
Moreover, NAIAC says it is necessary to establish a working group to help small and medium-sized organizations in developing and safely deploying algorithms.
A member of the committee and head of the nonprofit EqualAI, Miriam Fogel, said that the creation of new posts would bolster AI-regulation efforts.
“Support for the parts of the government responsible for enforcement, ensuring they have adequate resources, and filling leadership positions in this area. … I consider this a first step,” she said.
Fogel also noted that laws already in effect in the United States address a number of issues. As an example, she cited civil rights that may be violated by biased algorithms in employment or finance.
“We have begun to observe court proceedings. … We have seen several regulators say there will be more regulation, more lawsuits in this space,” she added.
The NAIAC year-one report опубликовали this week. However, it is still being revised.
“I think that enforcement will play its part at some point. … But we need to start with rules,” said an NAIAC member and the vice-president of Data Ethics Practice at Analytics Biz SAS, Reggie Townsend.
In April, the United States announced plans to create a targeted group to study how the government can use AI to bolster national security.
In March, the Federal Trade Commission said it intended to curb the dominance of tech giants in AI.
